Sheridan defends payday loan bill

Assembly Speaker Mike Sheridan reiterated Monday that recently passed payday lending legislation is strong even though it resulted from compromise.

“My job as a leader is to get 50 votes and make sure I can pass good, strong legislation,” Sheridan said in remarks to the Janesville Noon Rotary Club. “This is tough legislation.”

The Janesville Democrat briefly touched on the payday loan bill while recounting legislative highlights of the past year. He didn’t address his personal relationship with a lobbyist for the industry, and Rotarians didn’t ask about it in a brief question-and-answer session.

The Responsible Lending Act, now before the Senate, restricts payday loans to $600, prohibits auto title loans and establishes a database to limit borrowers to one loan at a time.

NEW YORK, March 10 (Xinhua) — Bernie Madoff, the accused financial swindler and former Nasdaq chairman, could face up to 150 years in prison, U.S. media reported on Tuesday.

Defense lawyer Ira Sorkin said Madoff would plead guilty on Thursday at a federal court in New York.

At a hearing on Tuesday, Assistant U.S. Attorney Marc Litt said Madoff faces 11 criminal counts including securities fraud, mail fraud, wire fraud, money laundering and filing false statements with the Securities and Exchange Commission (SEC).

But it later emerged the card had actually been found in a flat in Liverpool, some 300km from Glasgow, where his cousin lived

After a lengthy interrogation, Australian police failed to link him to the plot

Although the junior doctor at a Gold Coast hospital in Queensland was freed, the Australian government refused to issue him a work visa

Need A Nanny?

If your family is dysfunctional, and you’re willing to let a national TV audience tut-tut over your pitiable parenting skills, “SuperNanny” wants you.

The popular ABC show is seeking Pennsylvania families willing to let the cameras roll on the chaos in their homes and anxious to lay their child-rearing sins at the sensibly shod feet of British nanny Jo Frost.

“We’re going to be traveling the entire state of Pennsylvania,” trying to find families for the show’s sixth season, said David Tapia, casting associate for “SuperNanny.”

The “SuperNanny” casting team plans to hold an open casting call Sunday, March 21, probably in the Philadelphia area; the details still are being worked out. On “SuperNanny,” Frost imposes order in the households of clueless parents and out-of-control, shrieking, slapping, pinching, rebellious, foul-mouthed or tantrum-prone children.

“That is unacceptable!” Frost declares, in her not-so-posh British accent, when she sees a child slap a sibling, or catches a parent slacking off. She believes in establishing family rules and routines. And she discourages spanking, preferring instead to discipline misbehaving youngsters by sending them to a designated timeout spot in the home – “the naughty stool,” for instance, or a “naughty corner.”

The show seeks families from every type of background, with children aged from at least 1 year to about 15. If you have multiple children, and your children have the manners of a farm animal and the self-control of Sean Penn, you probably have an edge. Applicants must complete a lengthy questionnaire, detailing the chaos in their households.

Families deemed to be promising candidates for the show are interviewed in their homes by a producer, casting associate and casting assistant.

“We never know what to expect,” Tapia said, of these home visits. “We get to a house, and it’s just a madhouse. … We don’t tell the children we’re there for the show. We want to make sure we get the kids in their natural environment.”

The show recently filmed a family in Florida. The family’s 4- year-old boy screamed at a window-shattering pitch “from the moment we walked in the door to the moment we left,” Tapia said, noting, “It was pretty exhausting.”

He said that viewers often think that the extreme behavior they see on the show is staged. “It’s actually not,” he maintained. “It’s the real deal. That’s how these kids are.”

Tapia said that families are paid when they are featured on the show, but he could not disclose the amount paid. “Believe me, they are compensated – very well, as a matter of fact,” Tapia said.

Stacey Irwin, assistant professor of new media at Millersville University, noted that “SuperNanny” often features young parents, who belong to a generation familiar with reality television and televised advice shows.

So for these young parents, “going to a reality show for advice might seem normal,” Irwin said.

Irwin said she doesn’t have the same inclination.

“I would never want ‘SuperNanny’ to come to my house,” Irwin said, with a laugh. “I live my reality

Utilities asks for an 18.9% rate increase

A recent drop in energy prices has softened the blow, but Colorado Springs residents and businesses can still expect a big hike in their utility bills next year.

The city-owned utility will seek an 18.9 percent rate increase — $29.09 a month for the average household, from $153.97 to $183.06.

The increases are across the board: 6.8 percent for electricity, 18.8 percent for natural gas, 44.9 percent for water and 17.2 percent for wastewater.

For commercial customers, rates would rise 5.3 percent for electricity, 22.9 percent for natural gas, 44.9 percent for water and 17.2 percent for waste water.

The new rates would take effect in January and February. They were included in the 2009 budget Utilities officials presented

Wednesday to the City Council, which

serves as the utility’s board.

“We don’t like this any more than you like it, but we know it’s necessary if we’re going to maintain the viability of this organization,” Utilities Chief Executive Jerry Forte told council members.

Officials originally projected a 23 percent rate increase, but they said coal and natural gas prices have dropped in recent weeks.

Utilities is seeking council approval for a $1.12 billion budget, up $170 million from this year’s budget. Officials said the increase reflects $105 million in projects, including the proposed Southern Delivery System, and $57 million in increased coal and gas costs.

Through attrition, Utilities will cut staff by 60 out of a current 1,962 positions in 2009, on top of 92 jobs eliminated since 2007. Despite the cuts, labor costs are expected to rise in 2009, from $175 million to $178 million, because of increased benefits costs.

Utilities also proposes to delay numerous maintenance projects, including work on dams, water tanks, hydrants, manholes, underground cables and natural gas mains.

“With this budget, we’re going to be able to deliver services and manage our infrastructure, but we have deferred some important maintenance work that can’t be delayed much longer,” said Bruce McCormick, chief water services officer.

The largest proposed rate increase is in water, which officials said is because of a slowdown in the housing market. The utility collects fees to connect new houses.

While some projects are being delayed, others are going forward in 2009, including the Southern Delivery System, a $1 billion proposed water pipeline between Pueblo Reservoir and Colorado Springs. There is $98 million in the budget earmarked for the pipeline.

Fuel is another driving factor in the proposed rate increase. Coal and natural gas account for 40 percent of Utilities’ budget, and officials said the price of each is expected to rise dramatically for 2009.

Two low-cost coal contracts are expiring in 2009 and 2010, which will double coal costs.

The cost for natural gas is expected to rise 20 percent in 2009.

BASF Coatings and the Turkish company Termo Teknik, one of Europe’s largest radiator manufacturers, have expanded their sales relation. The new agreement designates BASF Coatings SPA (Italy) as the supplier of white waterborne e-coat for the Termo Teknik plant in Corlu, Turkey. At this plant, four million steel radiators, 500,000 heated towel racks, and 50,000 wall-mounted hot water heaters are produced every year.

In addition, BASF Coatings is now also the powder coatings supplier for Termo Teknik in Turkey.
